PC on a couple of gloom shields

I just had 2 gloom sheilds drop for me in one UW run, which was a happy thing :P. These are the mods that came out in the end:

q9 Tactics
Health +58 (While Hexed)

q9 Strength
Strength +1 (Chance: 20%)

While I expect the first will not be worth too much, I have no idea on the second mod's expected price. Any help would be appreciated.

P.S. Neither of these are inscribable.
