I think the OP meant - how to get to the area where the boardwalk events are held and the training sessions when you start a character.
At a guess the boardwalk is only instanced for events i.e. its not there the rest of the year and the training area probably isn't enough to get the 0.1% needed.
Have you scraped the mountains to the north and north east of the Jade Sea and the southern Luxon outposts in the sea?

I have scraped as much as I can , I still got 2 impossible spots in the middle of the "downtown" areas near Senji's Corner but Ive looked in many topics and I havent seen a single post about someone making to those spots.
And the training Area is enough for me to get my last 0,1% cause Ive already discovered 2spots while at 99,9% so It should cover it!

You're gonna need the jade quarry, you could have done it last weekend.(double faction in that mission, so people actually played it). Or you could post on guru, sometimes people sync to get that last %.
Or you could wait for the dragon festival which is at the 4th of july somewhere.

Check to see if you scraped Imperial Sanctum. Usually the last .1% is in the banished area. If you have, then you have to wait for an event (or do the Shadow Step glitch at that luxon town which can get you a nice big gap).

You don't have to have the training area to get 100% on carto. It's been mentioned in numerous threads. Jade Quarry is probably what you need.
But no, to answer your question, there's no way to get to certain places on Shing Jea without being Canthan-born.
I suggest getting a texmod if you really want to see what you missed without tearing out your hair, if you haven't done that already.

Im using a texmod and The only places I need is the Jade QUarry, Shing Jea Backyard, and the 2 spots near Senji's Corner
Ive done everything else, the shadowstep glitch , and alot other black spot places but still need this last 0,1% :/

Then I suggest getting Jade Quarry. See if that takes care of it. Then if you have to, you can wait for the next event to get back behind the Monastery.

Textmod does not cover the whole map. I was using textmod and i discovered ALOT of "black spots" (areas unmapped in textmod) specialy in the jade sea and naphui quarter explorable. Somewhere here people are making groups to enter jade quarry, try to join them. It helped me.

Did you uncover both of the vizunah square outposts?
If not, it can be done by following one person that does the quest to get in local/foreign, and you'll be teleported there too.

Since the training area can only be accessed by native Canthans and only to everyone during events, I'd suggest getting a bunch of people to sync for Jade Quarry. You don't need both to get 100%, and you probably should've done Quarry during the weekend, but in any case, try to get some people there.
He says he has everything except the training area, some spots in Senji's, and Jade Quarry.

Alright, I appreciate all the fast replies, I will be trying for the Jade Quarry all day and If it doesnt work Ill try to look up a group that will be doing it!

there are a TON of spots that textmod missed....
1 go out of zen daijen and go to the rez shrine and walk along the wall to the right (back towards zen)
2. behind devona in st. angies shrine
3 on the ramp going up from storage in amatz basin
4 lots of stuff around aurelis mines....
5 did you 're'do the 'replay cinematics' for ft. aspenwood??
(my spelling is really bad today sorry).
