PC req9 Draconic Spear

Are these worth anything?
I have a draconic spear that is max dmg, req9 and inscribable..
Should I bother modding it?

What would it be worth as is now(no mods worth mentioning)?
What would it be worth caster modded(Energy +5, Enchants +20%)?

Never mod to sell; it's a waste of money.
~20-25k as is. I just sold one about 2 weeks ago for that.
