I can show you plenty of fine builds without elites, the thing is though that if you bothered fitting in an elite it would have been better...
take the classic Ranger template as an example, instead of using an elite we'll just use a non elite skill...
[skill]sloth hunter's shot[/skill][skill]distracting shot[/skill][skill]savage shot[/skill][skill]apply poison[/skill][skill]natural stride[/skill][skill]troll unguent[/skill][skill]mending touch[/skill][skill]resurrection signet[/skill]
still a very good and effective build. would it be even better with an elite? YES!

While it's always beneficial to use an elite there are still workable builds that, while better with an elite, will still do fine without one.

Feel free to place [Resurrection Signet], [Death's Retreat], [Critical Strike] to force-keep enchantments up, or similar in empty spot.
Edit: Slight change to give two combos instead of one huge-ass one.

That said, I'd say it's still viable. But pretty much no build is better off without the elite.

Lacking +dmg on dismember, I'd take Distracting over the standard DChop for a stronger spike.

Standard hybrid, with WoH subbed for Patient/Kiss

Meh, Ranger builds have already been took... (Cripshot, but with Pindown instead of Cripshot)

Like AoM Dervish, but Signet of Malice can be used on every spike.
I'm not sure if the signet has an aftercast though...
