in the eye of the north i am level 18 and i am wondering where the best place to level quickly is.
I came from night fall after getting frustrated with a mission at the docks.

it really isnt that hard to do. in GWEN you get buffed up and there are higher level enemies to kill, with massive quest xp rewards.
and you get max health at the docks anyway

Mission at the docks? Try adjusting your build and re-trying it...I'm guessing you're just using a personal one that could use some tweaks.

+1. In fact, I might make a +2 to demonstrate how easy the move is from 18 to 20.
Edit: btw, if your problem in the Docks mission is dying, then getting yourself to level 20 is not going to help you out a lot.

To the OP, when you're doing the Consulate Docks mission, you are buffed to level 20 stats anyway, so leveling up before you do it isn't going to make much of a difference.
Try playing around with your and your heroes' builds a bit. You can take a look at PvXwiki.com if you're really stuck for builds. They generally have builds that work pretty well for heroes.
Remember to not over-aggro as well; if enemies are bunched together, flag your heroes and go pull. Also, a minion master helps immensely in that mission.
