Alright I know that you can get a 20 % HCT and HSR on an off hand item.

Though it might be obvious as daylight, I can only find a 20% HSR but no HCT for the mainhand. What upgrade, inscription etc. Do I need to get 20/20 on the wand/rod?

Hmm ... it looks to me that the answer was inaccurate. The OP asked about the 20/20 set for a wand, and was given the ingredients for a focus.

A 20/20 wand requires:
Wand Wrapping of Memory (1-2k)
"Aptitude not Attitude" inscription (6-7k)

A 20/20 focus requires:
Focus Core of Aptitude (1-2k)
"Forget Me Not" inscription (20-25k)

Tmakinen is correct. Specifically the "Aptitude not Attitude" inscription is what does your 20% HCT.

Ok that clears it up a bit more. Still haven't gotten all the inscriptions figured out lol. Thanks for the help everyone.

This is correct, however, I should point out that 20/20 foci are available from collectors in both Prophecies and Factions essentially for free, and 20/20 wands can be crafted in Faction at Leviathan Pits/Vasburg Armory for 5k plus materials. Unless you really care about looks, the collector focus + crafter wand is a better deal than building it yourself. If you don't have access to Factions, many people on the forums, myself included, would be happy to craft a wand for you at no cost if you provide the 5k and the materials.

The Wands and Foci from Endgame EotN are also 20/20, so you can build a 40/40 set from there. It might cost you more than crafting them in Factions, though, depending on how much a Droks Key is these days.

Eh, they're ~5-10k each (the former and a medium more so than the latter). Beats crafting a set and busting out ~25-30k total for just mods, not counting the weapons.

It's probably good to mention that they don't seem to stack additively...i.e., you don't get 40/40. What happens is 2 separate 20% chances.

yup..it is actually 36%/36% set ( 20% probability from weapon + 16% probability from "not getting from weapon but getting it from focus item i.e. 0.8x0.2" )

As other have said, if you do not care about the skin too much, it is easier and cheaper to use green and weapon crafter to obtain 40/40 set through out all the campaigns.

Yea, but it's easier to say 40/40, and more people know what that mean than 36/36. And it actually 38/36, 38% net HCT and 36% net HSR, if you want to get exact number.

lol why would one be 38% and one be 36%?
(they are both at 34% with something like 4% chance of double, if i remember correctly)

Because you can get QCT with both triggering, while HSR is capped at 50% so you can't get QSR, it's one or the other, focus or wand will trigger only.

emmm.. i found this . hopefully will clear things up.

however, what if you have a staff with 2 HCT modifier e.g. the nightbringer ? will it give u 40% chance or 36% ? it is on the same equipment....

Same thing, 32% to HCT and 4% chance to QCT. It's not 34%, not 38%. Doe the HSR, it's 36%.

Should be noted that if you want a 40% HCT on a staff, it's an "Aptitude not Attitude" inscription (it's for spellcasting weapons) and an Adept Staff Head. Now I'm guessing that 10% HCT staffs (those that drop commonly all over Factions and Prophecies) + 20% from the Adept Staff Head, would give you a 26% of HCT + QCT? Or what?
