Brawling Headbutt Question

The skill description for [brawling headbutt] says: You headbutt target touched foe, dealing 30...70 damage and knocking down that foe if it hits.

What does "if it hits" mean? [brawling headbutt] is a touch skill, how can it ever not hit?

good point, and now that i think about it, i don't recall it ever missing.

and does blind affect touch skills? i don't think [lightning reflexes] works because BH is not a melee attack
