my friend did have a q8 tacs with two inscrip mods on it and it was the real deal

They're very very very rare now, though those are useless and wouldn't sell for anything anyways.

A maxed unconditional would easily be one of the most expensive items in the game.

they are obtained from the prophicies collector
normal items are not possible to drop at those stats or in extremly rare cases

undonditionals are gone dont drop anymore, however dual modded stuff do drop from time to time, however those items are prob collector items and without max damage are worthless, merch food tbh

Those look more like quest rewards from Prophicies quests, likely the ones near Piken Square.

If I recall they had a hammer that had both sundering and furious mods on it too....

I actually have a use for that sword or would like to have it - I have a VwK build that ends up with 4 sword mastery and I wack at things to get adrenaline - might be more fun to wack at things with a sword I meet the reqs for.
