change report feature

Someone PM'd me today and said something very inappropriate that I won't repeat on these forums. But when I went to report the person (I was out farming Asuran points at the time), it said that I could only report someone in the same district as me.

I think this should be changed and if you want to report someone, they shouldn't have to be in the same district as you. I know several people who randomly get PM'd by others with spams, obsceneties, etc.

So my idea is for the report feature to be allowed anywhere in the game as long as it's for a valid reason (chat logs should be checked to be sure). What does everyone else think?

Actually Joshthor, I made this very same suggestion like 3 months ago.
I find it stupid botters and account sellers can now get away with their trade spam by just quickly changing districts every 10 seconds.
