Deleted all chars on an accout to escape from bad friends ~ didnt work they found me LOL and are still bad. But no regrets and no 3rd yr. minis
As far as PvP if your just getting into it yah buy a slot if u can theres gonna be alot of builds/equipment u may need to roll that your PvE may not have ( hope by now your account is UAX)

never have deleted a level 20 character.....have deleted many mules (and made some pvp characters to see how the armor looked/hair/weapons etc...dont keep them since I dont pvp).....
It just takes me too long to get to level 20 and by then I am kinda attached to my characters....though I do have an ele who is not being played and is level 20 (she was working on survivor, but with the laggggggy internet she wont leave boreal station)...and is now mostly a mule.

I get attached to my characters so easilly even my PvP char get's birthday presents ...
I have 8 PvE characters and so they all collect dust now and then. But sometimes I look on one of those I haven't played for a while and just have to play that one and take him/her out for a spin.

Deleted around 5 Chars at lvl 20 cus they turned boring. and later remaked..

Only deleted one level 20 character, my original mesmer, because I needed a slot for some other character. Regretted it for about 20 minutes when birthdays came along, but that is it. Back in my noob days I deleted a whole bunch of characters. Some because I hated the secondary profession, some because they simply werent a high enough level (yea, I know ). Since then I have made another mesmer, but Dagny is way more classy than ol' george ever was
As for you, don't bother deleting characters unless you have a VERY specific idea about what you want from that slot. If some day you feel like starting up a something, go for it, delete one of the buggers, but it would be quite a shame for you to delete all those guys simply because they dont get any play. I usually only ever play two characters at a time (main and current farming obsession), leaving 4 other characters unactive/mule duty, and never have I thought of deleting any of them.

I have never deleted any of my 12 chars although some of them are lil more than mules atm.

I've deleted characters in the past - couple monks, couple rangers, couple eles... they weren't lv20 and didn't have many skills either. Most of them were mules anyways.

I once cleared my account of its 3 characters (Necro, Assassin, Warrior) about 3 months after having the game. Then I deleted my 2nd necro after the deletion, and later deleted my "best" warrior.
Only reason why I regret that is for the minipets and how much "work" I put into them (each had around 5 maxed titles, at least 1 15k armor set, and a good amount on the grind titles). Won't be deleting any old characters again, even if I don't play them, just to get the mini pets. New characters... I delete often.

Mesmer in Need
The only lvl 20 character I've deleted was my ranger. He was born a mule, then I played with him for a while, then became a mule again. Deleted him to make an ele finally.

-Assassin: Didn't like playing the class. Later remade one, and I currently use him for Farming once overfarming sets in on my Elementalist.

hmmm something that would be a 10000 times easier for me is just get anet to put in a ch renamer and a hair stylist.

I deleted my first char, mainly because I didn't like the name, and because there was the 4 slot limit. It was lvl 20 and had several 15k armor sets which sucks.

I rerolled my whole account a while back with the exception of my Dervish and Necro. I kinda regretted it because someone ninja'd one of my old guys names but meh... my newest characters rock. I do still tend to delete and reroll certain professions every now and then.

I've re-rolled and deleted many a character. I've humanely euthinized several ele's, one of which had 3 sets of 15K armor and a ragos staff (when it was still worth lots) that I forgot to take off of her (oops). Took me ages to get a hair/face combo that I liked. I re-rolled a tyrian monk that I'd had for over a year, just becasue I was bored. All the characters I've deleted were over level 20 for the most part. There was a paragon and a derv in there too, just never got into those classes too much. I've reduced my original main toon to a mule with FoW armor (the guildies still give me crap about that). I am very attached to my current monk and ranger, but not so much because of the character, but just simply due to the play time I've invested in them.
That said, I've never deleted them all and I'm glad of that. I think I would have regretted it.

I deleted all 4 of my first characters about a year into having the game, pretty much a month away from the birthday, because how was I supposed to know what was coming? I've also rerolled and deleted about 5 other characters since then before settling on my current lineup. No Sin! Even when I knew about perma-SF I still deleted it because I just didn't enjoy playing a sin.

sometimes if nothing else, you just miss playing a different class. even the funnest builds get boring after time and i always need to change it up.

There's no way i'm ever going to delete my necro, i suppose i should have re-rolled him when survivor titles came out, but i've invested too much in him to start again.
A while ago i deleted my derv and paragon, as i never really liked their style. I have a warrior with legendary survivor, he's not going anywhere. My ele is too useful for funding my necro's destroyer weapon addiction, and my rit is far too good a storage bin. That leaves my monk, who i never really play. I could delete him, but he's too old to just crunch.

I don't think I could delete one of my characters. GW is the longest thing I've ever commited to besides school or sports because I'm still fairly young.

I'm very delete-happy. I make and delete new chars left and right. The only ones I don't delete are ones with decent armor, or my ele who has finished 3/4 games. I've recently had a streak of making a char and not deleting him. :O

I've recently deleted all of my characters except for one. Found I have more fun focusing on just one character (at least for now) - but different strokes for different folks. So far, I haven't regretted it... since there was something about each that I didn't like (e.g. name, no survivor, etc.). I don't really care for the birthday presents... so that may be a factor as well.

Just use those characters as mules... that is what I did with my pve toons that I thought I would play with!
And delete one of them so u can have a re rollable pvp slot.
You never know when you have the urge to play a character/class again.
Right now I plan to dust off my lvl 14 sin thats been a mule for a year or so to do some SF farming to hoard some ectoez~!!

I deleted a bunch on my 2nd account when char slots came out. Ive also deleted a couple because I didn't like their looks/name/etc.
