If you change your secondary profession, then...
1. Will you be able to go back and do the profession specific skill quests that you couldn't do before for the new secondary profession?
2. Will you be able to redo skill quests that are available to all professions to get a different skill (of your new profession) as the reward?

Only if the character is Tyrian. So an E/Mo made in Factions, that changes to an E/Me won't be able to pick up quests before Lion's Arch. However, the ones after Lion's Arch will provide skills. So yes, for quests AFTER LA, and NO to quests BEFORE LA.

You can't redo any skill quests; none of them are repeatable. If you accepted the reward, it's done. Yes to #1.

Sorry, didn't clarify. I was only speaking in terms of question 1. Question 2 is a no. There isn't a quest in the game that can be repeated once you accept the reward that offers a skill for the reward. The only quests that can be repeated offer XP and gold (and faction in Cantha), not items or skills.

I think the OP is talking about the profession tryout quests in the beginner areas. If that is the case, then NO, you cannot go back afterwards with a different secondary and do the other teachers' quests.
