Almost excited to see what they'll mess up this festival. Considering last year's, I wouldn't think it possible for ANet to do even worse, but they have a habit of proving me wrong when they shouldn't. If nothing else, I guess it's reason to come back and grind some titles, and at least they'll be CHANGING the hat this time, even if it's an old model, and something they should have used last year. I think DRAGON masks would be more fitting for the DRAGON festival, as something like the "Dragon Empire" is just a silly excuse, but I guess it's their decision. Anything to save time and resources, apparently oh so necessary for Guild Wars 2, which had better be the second, third, and fourth coming of Dwayna for all the hype they're giving it. I think I can guess what their next masks are going to be, if they can keep Guild Wars running for that long.
I feel sorry for the people who are going to have this as their first festival, knowing that they could have experienced much better in years past. Never again will festivals approach the grandeur of Wintersday 2006, certainly their peak. Then again, ignorance is bliss. If they're enjoying it, what does it matter, right? Right...

On topic though...Was kinda hoping for a glowy dreamrider mask but at least this is better then last year.

As a new player to GW and having only created a Nighfall character, when I try to go into Jaya Bluffs to open the areas in order to get ready for this event, the guard tells me that only after speaking with Master Togo in Haiju Lagoon that I may enter. However, Haiju Lagoon is after Jaya Bluffs, so I have a chicken or the egg problem, I can't get to Jaya without talking to Togo, but he says Togo is in Haiju which is after Jaya, but (repeat this sentance). So I was wondering how a Nightfall character may enter this area in order to map the locations and be ready for the festival.

How exactly are you doing these things? I've never had a problem with foreign characters getting around Shing Jea island. They don't even have to wait to get into mission areas.
