Yes, all you need is the material and you must have more Kurzick faction than Luxon faction points on your account.

Now that I think about it: Is it possible to buy [Faction Armor] without the proper amount of the corresponding faction points, if my faction holds the outpost (Leviathan Pits, Vasburg Armory)?

I'm pretty sure that's the case. You just need to have all the materials.

Same way you get Lux points: Quests, taking bounties from priests, Fort Aspenwood, (Jade Quarry if you're very very lucky. not many people play there) and if you can get a guest invite to a Kurzick guild then you can AB for the Kurzicks.

nope, you'll always need more faction of the faction whose armor you want to buy

if you've got 10k faction in both, it doesn't matter

You can always leach HFFF on Kurzik side (Lutgardis Conservatory) - that way you can save some money for amber. You can't donate Kurz faction to Luxon guild, but you can exchange them for amber - and you need lot of amber for Kurz armor. In the same time you can do befriending Kurzik quest and gain access to The Eternal Grove mission.
HFFF is fast (less then min if you find good farmer) - you pay 75-100 gold per run and get reward of 150g and 400 faction per run - just ask before you go for rules (you shouldn't move, can't take quest until all is finished...).
That way you get 10k faction and at least 1250g in 25 runs (in around 30 minutes).
I did that way for my monk's armor (elite Kurzik is the only one I liked), and with a price of damask and base price of armor (70k) - free amber is a good deal.

By the way - don't collect Luxon factions while you do it - because you'll lose them and you exchange factions for amber in House zu Heltzer (Kurzick Bureaucrat).

Just to make sure it is clear

You need more UNSPENT Kurz faction than UNSPENT lux faction.

It doesn't count spent faction so you can have a million faction in your friend of the Luxon title track and none in your Kurzick track and it won't matter a bit. (I am always amazed at how many people I find in game who are spending days trying to get one title track higher than the other to buy armor because they think faction means donated faction)

If there is more than 1000 pnts difference in your unspent faction, spend your lux faction down as far as you can then exit from tanglwood to pongmei valley - take the kurzick blessing and kill a couple creatures - you'll have what you need in a matter of minutes. (if you have more lux faction than kurzick when you talk to the priest, you will have to pay a 50g bribe for use of the shrine before you can pay the 100g for the blessing)
