The closest inscription that I know of is Brawn over Brains which is plus damage energy -5, not energy regen.

Both an energy -1 and a health -1 of these mods exist.

The max for these is also 15%, also these mods are very unwanted unless req 8 or lower and then just because of the requisite. I'd say merch, salvage the +29 if you really want it.
