Retailer stores are allowed to charge whatever they want for products. They can ignore the suggested retail price set by a.net and sell for whatever they want (higher or lower then the suggested price).
A.net has NO control over what Target (or any other store, just using this as an example) does, since Target already paid A.net for the copies of the games in their stores. Target is just lowering price to get rid of overstock.

For some reason they dropped the price and that's how I got my hands on it
