I love the cane, but you have a couple of things going against you:
1. There aren't many PvE mesmers out there, and most of those are domination based.
2. The collector's mesmer cane gives you 20% faster recharge already.
So, in the end your cane provides the 9% faster casting on all skills over the collector's cane. I would put the cane at about 20K given those facts, but it may be hard to find a buyer.
