Reward Point question (not Xunlai, don't worry!)

I participated in my first daily 1v1 tournament today, I didn't do all all that well but I came out with a few reward points nonetheless. My question is this:

If I unlock say, a new skin for a spear or a new type of shield, will that skin be only available to the character with which it was unlocked, or will it be as if I've unlocked it for the account and I'll be able to create them whenever I create a new PvP character?

idk i got a sword on my sin and put it on my rit hero and a month later i found it on the same hero on my monk and i could equip on my monk mayb thats a bug or intended idk

shame, seems a bit annoying. I keep one slot free for a PvP character, and I'll chop and change as I feel.

Ok, quickly another question, if I do upgrade one of my weapons and I need to change the mods on it, can I do that without losing the skin?
