Display issue with the forum homepage

When visiting the URL "http://www.guildwarsguru.com/forum/" (without the index.php it adds onto the end when you click any link returning you to the forum homepage) I'm seeing all forums as 100% width, and this odd scramble appears between the header and the top bar of the forums (which tell you which subforum you're in and also contains buttons for your control panel, forum rules etc).

I got this a few weeks back. Figured it was a messed up banner ad or something.

I'm using IE 7, but I haven't seen this problem in a few weeks, like I said.
