OK,
Here I am in Fort Aspenwood, and I get hiy by 3x Telnai's Heat and killed.
Questions:
1. How does a character get a multiplier like that? I'm still in Factions. and
2. Can I identify who has the multiplier effect? It's not siegw turtles and luxon warriors.
3. What disrupts it? and, finally,
4. How can I get it for my builds?

How do I get hit by multiple effects?

If you get hit by the same attack multiple times in a certain period of time, it will show how many times you've been hit by that ability.
So if someone used Teinai's Heat on you, and you stayed in it for 3 seconds, then you got hit three times by it, thus the Teinai's Heat x 3.
If you stayed in for the full five seconds you would have seen Teinai's Heat x5.

There is no "multiplier effect."

And if you see Teinai's Heat x 3 or more in one sitting, then you seriously need to consider learning what skills are capable of, and moving out of the way

Also, the only way to see who cast the skill is to kinda survey who you're fighting against. If you see an elementalist, chances are it's him.
The only way to "disrupt" it would be to interrupt the spell before it finishes casting (Mesmers and Rangers excel at this). Once it's finished casting, the effect will take place for the full duration. If you're sitting in an AoE effect (such as Tenai's Heat or other spells that deal damage over an area), you will want to get out of it's area.
You can buy pretty much any non-elite skill (Core or Factions-exclusive) in Kaineng Center.

Step two: cast a spell that slows movement down drastically, like [skill]Deep Freeze[/skill]
step three: cast [skill]Maelstrom[/skill] and/or [skill]Chaos Storm[/skill]
ends your caster woes, rinse and repeat.
