They are cards you can essentially place money on that are good to use anywhere. Your $50 gift card to Best Buy is only good at that store, but most major credit card companies offer cards that you can use exactly like a debit card, except it has a set amount of money on it. These are usually reloadable and invariably have an "accepted" logo on it (Visa, MC, etc).

It doesn't have to be a Visa card. It said such as Visa.
Basically, any card that can be used on the internet and isn't restricted to one particular site/store.
