If you're asking for a choice between Mesmer or Necro primary, it depends on how you like to play the game. Either one can be both fun and effective in both PvP and PvE. Sadly, many people are under the impression that primary Mesmers aren't very good for PvE play (they're wrong), so getting accepted into PUGs is a bit more difficult.
Any proffesion can handle another proffession 1v1.

Mesmers are the best PVE class in the game if you know how to play one.

Wow, so many nubs that dont know how to play a mesmer.
They rain incredible AoE armor ignoring damage in PVE, or can disable any enemy / boss if you need an Interupter.
But my mesmer doesnt need you. She has her loyal heroes that are better
.
If you face a BHA ranger, just strafe left and right.
If you are an elly, use blind, but make him waste his BHA first on Aura of Restoration lol.
