Acquiring a 20/20 Wand

I'm trying to get 40/40 sets for all of my casters, and I'm having trouble figuring out the easiest way to get them.

I've been able to get the 20/20 offhands and 20/nothing wands from Prophecies collectors. The offhands are complete, but the wands only have one 20% mod and can't be upgraded with a second one.

I've noticed that in Nightfall there are 20/+5 wands available from crafters. Can these be upgraded to 20/20? Or are collector wands non-upgradeable?

Any easy/cheap ways to get 20/20 wands? (Obviously I know I can get Golds and try to buy the upgrades separately.)

Whenever i'm in need of a 40/40 set i always grab a Droknar's Key and trade it in at the end of EotN after you complete A Time for Heroes. Every collector there has a 20/20 wand and offhand for all professions, all attributes.

Vasburg Armory or Leviathan pits. The weaponsmith there sells 20/20 wands and offhands for 5k plus mats. probably about the cheapest you're going to find for a generic 20/20 wand and offhand.

If I buy a weapon from the weaponsmith, is it customized? Or can I transfer it to other chars?

It's not customized, and yes, you can transfer it.

It is uncustomized. Its how I got my 40/40 illusion set for my mesmer.

Prophecies collectors offers 20/20 offhands but not 20/20 wands, it's either 20 HCT or HSR.

Theres a lot of 20/20 green wands that might be able to farm yourself or buy for cheaper than the cost of weaponsmiths (this is a big maybe).

when you say 40/40 do you mean 20/20 wand and 20/20 offhand? if so is that better than 20/20 staff even though the staff has +30 health and 20% enchant unlike the 40/40 set?

It really depends on what sort of build you're using. If you've got more than just one enchant, and that enchant isn't one that covers itself (like the elemental Attunements), then a 20% enchant might be better. If your primary spells are all direct spells (damage or healing) then a 40/40 might be better than a 20/20/20% +30 staff. Of course, you could always go 40/20 +30 on the staff.
