PC on Icy Great Axe of Enchanting

Stats are as follows:

Icy Great Axe of Enchanting
Cold Dmg: 6 - 28 (req. 13 Axe Mastery)
Damage +15% (while Health is above 50%)
Enchantment last 20% longer

Ok, so what do you think should the price be for this one?
Or is this just merchant's loot?
