"special weapons" a good idea?

I have always wondered why there are req 13 weapons. Think about it. While req 13 forces you to be of that profession to use the weapon with a rune or headpiece, there is easily the same skin/stats from req 7 max to req 12 max all usable by any profession (unless its primary attr of course).
Primary attr weapons make it impossible for other professions to use to their full ability which makes perfect sense. On the other hand, req 13 does nothing but make people angry when it drops in a rare skin.
However, if req 13's were only given to specific skins as to limit them to their primary profession, it would make perfect sense, Moreso than just giving the weapon a primary attr since most martial weapons don't apply.
So i propose we either a) elimiate req 13s and anger/price drops or b) make skins/stats/weapons available only in req 13s to limit it to primary professions (really nice looking skins only or rare ones for that matter)

req 13's. I agree or possibly make an extra mod available or something for the extra req. Make people want the 13's.

I completely agree. It's so annoying to get a max/perfect drop with a req 13. I mean, I don't know anyone that uses a req 13 weapon no matter what. Plus if you don't want the weapon it's nearly impossible to sell. Why make req 13's anyway? I've even seen non-max weapons with req 13 drop...what's up with that?

As GW works right now Higher req with the same other base stats means 'less quality'.
Making req 13 better than req 12, but req 12 worse than req 11 won't make any sense.

Yes, and we should give ALOT of extra mods for weapons with no req and only do 5-7 dmg max. That way, people would want them.

and having "less" quality is shown in blues/whites/purples and having nonmax stats and no inscriptions. I suppose u could say the crappiest weapon is a req 13, white, nonmax, noninscriptable weapon which quite belabors the point. good crap and bad crap are still crap nonetheless

There are two skin available only at req13, and people complain about that already.
