Any way to still get it?

If I remember correctly, one of the past holidays allowed people to get whatever they missed from the hat maker... But I dont see one in kaineng city.
Am I just too late?

The hat maker allowed user to get the Wintersday hat, partly because if you weren't there on the final day, you missed out. For the Dragon festival, you had a week after the even to turn in tokens for the mask. If you didn't get it during that time, then you're out of luck. Sorry.

Like the above posters have said, you have missed it.

The Supply Master stayed for 1 week and there you could have traded in 250 Victory Tokens for a Mask.

The Hat Maker simply copies one of your charaters Mask/Hat so that your other characters can make one from him.

That was one time only and only for the hats from the event preceding it. Some excuse about lag or poor timing was used to justify it.

So there is no current way to get any hats from previous events.

Actually, it wasn't just an excuse used to justify it. The lag at last years wintersday was horrid and Anet was aware they had a problem. So the solution they came up with was to let people that lagged out, go to the hat maker and get a hat.
