I have a questoin about this buff.
While under the effects of the buff can you still level up?

This buff grants players a base Health of 480 and bonuses to their attributes, and replaces their current armor level with the max armor level for that class until they reach level 20.

You level up like you would in any other game. You just lose the buff once you reach lvl 20.

That's why there's also an armor crafter offering max armors at the Boreal Station.

And it is a quick way to level up, as the higher experience received from EoTN foes rushes you through the levels.

As stated above, Yes you level up as you kill things however, you can not change your attribute points while outside an outpost. I noticed that when I was doing my survivor toon.
I had to go back to the outpost and reset them every time I lvl'd up. Once I was at 20 I could alter the attribute points as I saw fit. I would sometimes put them at 0 and adjust them as I met mobs for the first time exploring in GW:EN
