3% Chance?

can someone tell me, when i get a weapon upgrade that says 'Double Adrenalin on Hit' (Chance 3%), does that mean its got a 3% chance of doing what it says?

It means that, everytime you hit, theres a 3%chance that youll get double adrenaline on that hit.. pretty useless actually ^^
