Would this be a good PVP Build?

Horrible. Bad elite for pve OR pvp, meteor and aftershock, attribute spread (because you must spread to 4 attributes...), no self-heal and well, you use Elementalist spells with Exhaustion and PBAoE.

eh i was thinking of leaving glyph of lesser energy at 0, and splitting fire and earth attributes. or maxing 2 out and setting one at half way.

You should post this in the Necro forum, not the Q&A forum.
Feast of Corruption is a decent elite, but you have no AoE hexes to make full use of it. Suffering and Reckless Haste are both AoE hexes and from the same Attribute as FoC. Ele spells are not smart without a defined focus for them. 1 Fire and 1 Earth spell are a bad idea. You sould be speccing into Fire, Earth, Curses, and hopefully at least a little Soul Reaping. As mentioned, you have no self heal and 1 spell that causes exhaustion. Parasitic Bond can work well as a cover hex as well as a self heal of sorts, but I wouldn't rely on Insidious Parasite as a self heal.

The bar uses some already common necro pvp skills, try running
[corrupt enchantment][insidious parasite][enfeebling blood][Faintedheartedness][Glyph of Lesser Energy.][defile defenses][Resurrection Signet].
Not the best bar but for a necro new to pvp it really helps scope out how things work.

Spiteful Spirit is much better than Feast of Corruption, especially in PvP. Reckless Haste combines well with it, instead of faintheartedness.
You'd find Meteor would be easily interrupted, and Aftershock isn't a good choice to follow it with, because you need to be right close when they are knocked down. Meteor has a 3 second casting time. Shock+Aftershock is an effective combo, but not with attributes spread too thin on a non-ele. You need 12+ attributes to make Aftershock worth the risk when you have low armor like a caster.
At least you got the Res signet.
