i was thinking about it and... does Ebon Battle Standard of Wisdom, that in rank 10 Agent, gives 60% chance to HSR, stacks with a 40/40 set?

I'd say that, like every % stuff in the game, it's multiplied, not added. So it checks first time %, then, if failed, again on the 40/40. But that's IMO an overkill, I mean 60% is more than 1/2 chance to get halved.

Where are you getting a 20/20 offhand and wand with Ebon Vanguard recharge and casting mods? :S
Skill recharges are always capped at 50% so it cannot possibly stack with a 20% HSR staff. However, like Abedeus said, if the ward doesn't happen to half the recharge of a spell, your weapon recharge mods might.

No it doesn't stack. At all. At least according to wiki.

They stack multiplicatively. Imagine it like blocking, except that it's possible to "block" more than once. It checks for half recharge on EACH item that gives half recharge chance, so it would be possible to get half recharge 3 times, for 1/8th recharge time.
Keep in mind that a 40/40 set is actually a 20/20/20/20.....
I remember reading a thread a while ago where someone tested a 40/40 set with fire attunement many times, and actually got a few recharges of 15s, indicating that it was possible for both hrt to activate for the same cast.
We know that each modifier will activate a certain number of times out of 100:
bsw: 60
mod 1: 20
mod 2: 20
This adds up to 100%, so why don't you get hrt every time? It is NOT because they stack multiplicatively, like block, it is because there is a chance for each one to activate at the same time as another one. If this happens, we will get 1/4 or 1/8 recharge time, BUT we use up some of the "chances" out of 100 for each mod to get the reduced recharge time. So, for example, if mod1 and mod2 activate on the same spell, you are using up 1 "chance" from each of them out of 100, to get lower recharge on just 1 skill (in this case, 1/4 recharge).
Because of this, it is impossible to get GUARANTEED hrt, but with enough %chance hrt modifiers, it can definitely seem like it.
For a full breakdown:
2.4% chance of bsw, mod1, and mod2 to activate ((60/5)/5)
9.6% chance of bsw, and mod1 to activate (60/5 - 2.4)
9.6% chance of bsw and mod2 to activate (60/5 - 2.4)
1.6% chance of mod1 and mod2 to activate (20/5 - 2.4)
38.4% chance of JUST bsw to activate (60 - 9.6 - 9.6 - 2.4)
6.4% chance of JUST mod1 to activate (20 - 13.6)
6.4% chance of JUST mod2 to activate (20 - 13.6)
25.6% chance of NO reduction in casting time
Calculating multiplicatively just gives the chance of getting ANY reduction in recharge time:

8 of these 40 are hrt
32 go on to mod 2

6.4 of these 32 are hrt
25.6% are NO reduction in recharge time... the exact number I calculate above.
As such, calculating multiplicatively is a good way to get a rough idea of the whole picture, but by no means is the whole story

yeah, basically it's (1- probability not getting the half recharge at all) x 100%.
probability not getting half recharge at all = 0.4 x 0.8 x 0.8 = 0.256
so, chance getting half skill recharge = (1 - 0.256) x 100% = 74.4%
probability not getting half recharge at all = 0.4 x 0.8 x 0.8 = 0.256
so, chance getting half skill recharge = (1 - 0.256) x 100% = 74.4%
