Didn't Gaile say somewhere in April-May that the CM team would be working to get Dev updates out before updates so that people could critique them and prepare?
Even under Regina, that's still a common sense idea.

I believe GW policy is that they do Dev Updates after the Update just incase it changed. That might work for Microsoft, but not for a gaming company.

However, I remember them stating they were going to do this Dev Update before, so I'm sure we can expect it today or tomorrow.

It's not going to be "monster" or really anything special imo. Being cynical is really the way to go. If you're wrong, you're surprised (in a good way), but if you're right, you get to make fun of people who aren't pessimistic.

It actually depends. Some dev updates are before, some are after. In this case, they want to fully explain everything (or try to), but not give the update away early, so they are doing it after.

Again, Dev updates also involve multilingual translations which takes time, given the nature of this update, how Linsey has basically pushed QA already to the limits (to the point of not being able to remove a simple skill from an NPC, because that involves people typing it and then translating it into 9 (i think thats how many languages they translate into) languages. EDIT: OK 5, I was totally close.
They probably haven't posted one yet because they want it to be a big surprise, and because they haven't finished translating it yet even. Translations tend to be the last thing companies do for everything because they have to wait for all the notes to be finalized in the home language first.

It's being localized over the next couple of days. The Developer Update will be published on the official wiki (also in German, French, Spanish, and Italian) just after the build is live and the Game Update Notes have been published on the website.
