You don't, PvP unlocks are only for PvP characters. You will have to buy/find one in PvE they are not that expensive.

Just go to LA/KC/Kamadan and "WTB shocking sword hilt 500g" and should get one pretty quickly.

Weapon mods are usually sold by players. A Shocking Sword Hilt doesn't seem like a very important mod, you can try using the auctions system and see if someone is selling it that way.
I'd say your best bet is to be lucky and get one from a drop.

I have sword hilts in post searing if you are looking. these are not for sale but I can give you one. I salvaged everything when I started playing in post. I will be deleting this toon tonight 8-6-08 to make another Perma Pre toon. So if you want a hilt look me up as Yashi Hiro Moto and I will get you a hilt. For others reading this Two King will have fist shot at my hilts and then the rest is up for grabs.

Shocking sword hilts are not a high-demand/high-value item, so you could have a hard-ish time finding someone to sell you one in game.

Just remember that buying mods does not unlock them for your PvP characters (I know this one already is unlocked.). You must identify a drop that has the mod on it.
