Question regarding using reward points for armor

Just a quick question
- if I get an armor piece from Tolkano for my pvp char - does it unlock that armor piece when I make new armor or is it only a one shot deal?
Can I later delete that pvp char and recreate another one with the same class and get the same armor I got from the reward points? (without spending more ofc)

It is NOT unlocked when you purchase it from the Tournament NPC. If you delete the character or the piece of armor, you will have to spend more reward points to get that skin again.

One shot deal. However, you can change around the runes and insignias with the equip tab without fear of losing that armor skin(until you actually delete it). Same goes for the pvp weapons.
