Alright, you should try the following things:
First, if you're using a firewall or router, make sure Guild Wars has access. You can try temporarily disabling your firewall just to make sure it isn't blocking Guild Wars, though I doubt it.
Second, hit Start -> run. Type "cmd.exe" (without the quotes) In the command prompt type and hit enter after each line:
ipconfig /flush
ipconfig /release
ipconfig /renew
exit
This will get you a new IP from your ISP which might help.
Thirdly, if that doesn't help, try unplugging your modem for about 5 minutes, then replug it in.
Finally, if none of that helps, it's probably an issue you're just going to have to wait to resolve itself out from the internet. Something happening in the internet is probably blocking your packets reaching the update server if none of this helps

hello sir, thanks for your help. it's not working. so i'll just wait it out. u reckon i should contact their support?
i would be less worried if it tried to negotiate and gave me an error message such as to try again later type of thing. it's more worrying that when the grey screen pops up, it stays at 0% without even attempting.

That's happening because ArenaNet uses 3 types of servers: the update server, which checks your current version number and updates if it is wrong and then connects you to the next server, which is the login server, which takes your encrypted info you give it and logs you in and forwards you to a game server.
So you're having problems connecting to the Update Server. I would create a ticket on support, if anything they'll be able to maybe sort out the problem faster if they know something is going on. Giving them your rough location would be helpful.

hello sir.
it's norton antivirus. i turned it off. the reason is because i'm not going to apply for it. and it's years outdated. so i turned it off, cuz i cant delete it. the only problem is..... i need approval from norton after each guild war update. i need to ask mr. norton antivirus if i am allowed to play guild wars after each update. and the only way i can ask mr. norton, is if he is activated on. the only problem is, guild wars is not going to tell me that i have to turn on mr. norton to ask him for approval. so i somehow have to magically remember on my own that a program which i don't use and cannot delete has control over my computer and i need to keep it on so that i can ask him for approval to play guild wars from time to time.
thanks for the help!

Add/Remove will not remove Norton? I have the basic version that came preinstalled on my factory machine and I was able to remove it.
On a side note I have the new Internet Security 2008 version they did do something on the firewall settings. becuase I ran into very slow downloads and disconnects. Had to manualy set GW to Allow rather then auto. But again it is the new version. never had an issue before with it. just recently

Norton is well know for causing issues. I'd recommend uninstalling it and running SymNRT.
