I have an idea, I think this could work:
[build prof=assassin/elementalist earth=12 dagger=12+3+1][Flashing Blades][Sliver Armor][/build]
with a 20% dagger. What other skills would help?

I hadn't thought about this skill much since the update and don't know much about "stackable" blocking effects. The new wiki description says if an attack is blocked in this way the attacker takes damage so I wonder how it would separate unconditional blocking and blocking while attacking. Worth looking into.

I actually put a few Flashing Blade builds together myself last night.
One of them was using Flashing Blades with Splinter Weapon, Critical Defense/Agility, and 4 dagger skills (without any kind of healing)... I was able to take out some Melee enemies like Jade Brotherhood Knights in HM pretty fast, and it only took me a minute to take out those 2 groups outside Marketplace.
I also put together a Flashing Blades Sliver build, which dishes out some major damage. I tried it on Raptors with some success, but not always successful. It is able to take out the boss along with all raptors in about 3 min (HM of course) and that is also without heals.
Although both of the builds are cool to try out, they probably won't have a whole lot of uses compared to other builds.

Would [Mental Block] work at all for augmenting the blocking?
...or is it really just the blocking that comes from Flashing Blades?

Id you're already putting some atts into earth why not [magnetic aura]? I realize it doesn't last as long as the cool down but, hey, AoS can fix that yes?

Two blocking enchants will stack... I used Magnetic Auro for the build I tried against Raptors. Mental Block is good, but only 50% blocking and more hits seem to get through it, and it also don't last that long and can run out if you don't take any hits. I tried Mental Block instead of Magenetic Aura, but seemed I was dying alot...

Specifically concerning raptor farming....
Doesn't Rekoff remove stances? With no interrupt prevention other than blocking, coupled with the fact that you can't be "while attacking" at the same time you are casting sliver armor, you would need another blocking skill to have even a snowball's chance in hell of getting sliver armor cast. Magnetic Aura and/or Mental Block would be almost a necessity.........however, if Flashing Blades doesn't do damage for the blocks caused by sliver/mentalblock/magnetic, the usefullness of flashing blades comes into question.

its just a half second with Mindbender isnt it? idk.. that to me seems like it would be fast enough if you timed it right. also, im not positive, but i think this thread is about farming with FB in general, not just Raps

I used to do low-level HM Farming on my R/A with Flashing Blades. Granted it was very slow compared to, say, a Moebius spammer, but it was my first farming attempt. With the new buff to Flashing Blades, I could see it working very well in certain situations--clumps of Rangers and Paragons that don't line up perfectly for Moebius Spam come to mind.
If you've got a slot to spare, give [dwarven stability] a shot.

I tried A/Mo 105 hp with protective spirit lol... works ok, but can't kill mobs with healing. also need more hp regen. any ideas?
