Currently don't have any Hero rank 11 points now need 14 for the first hero rank. Also I can only get in a random way or if lucky a team that is not looking for a rank. If I wana join a HA guild still they are looking for ranks.
What to do?

Your best option is to join every unranked pug you see, make friends and eventually you should start to get invited to groups, it shouldnt take that long for r3 really..
But, if it's true that HA is so bad now they accept r3 commanders maybe you should farm that title, you could probably get it in a day.
I had the same problem. I wanted a nice shiney /rank emote, but no one would take me because I wasn't ranked yet.
I ended up to get Glad 2, which didn't take too long, probably about 2-3 months of RA, plus this was while I was in school.
After that, I found a build that I was comfortable using, spammed "G2 LFG" and 90% of the time I could get into a group that was r3.
After 26 days of grinding (yes, I kept track) I got r3, and even won halls twice, and both times I was the leader of my group, so my name was all across Guild Wars!
So, try to get a Glad Title. Get a build you can use well. And don't be afraid of being the leader of your group. I found that being the leader helped a ton, mainly because people wouldn't ask you what your rank was, they would assume that you, being the leader, would be ranked.

And appart from that, you can also form your own guild and try to find some talented players with low ranks too
