Depending on your prof, you can add skills with other conditions, like [skill]Enfeeble[/skill] [skill]Blinding Flash[/skill] etc
Max or near max Asura rank would help tons. Use a 33% Silencing mod. Cast Technobabble and whatever then use EC. Use EC on the targets nearby to your original target to spread the stuff. Keep doing that and eventually the condition duration will reach the limit. [skill]Hypochondria[/skill] can be used to spread the conditions on a target out of range. Then you can use that target to spread them even more.
In short, you can keep any condition up 100% on a whole mob.
Now anyone can counter everything...

The Dazed isn't long enough for you to extend it to maxed, unless you have over 16 Inspiration, at least r8 Asura, and a spamming reflex.
Even so, the Dazed will probably lose a little duration each time between extending it, so the only real way to keep it up for any great amount of time is to be constantly spamming to extend it.
Getting someone else to apply a longer Dazed effect would make it much simpler. In general, the condition has to be longer than the cast time and recharge of Extend in order to keep it up reasonably.
Even so, the Dazed will probably lose a little duration each time between extending it, so the only real way to keep it up for any great amount of time is to be constantly spamming to extend it.

If you had 16 Inspiration and r8 Asura dazed would only be on just over 2/3 of the time. Cripple could be kept up even at r1 norn aslong as you had very good reactions though so this will still work rather well with other conditions (with 16 inspiration).

Yes I knew about this with the updated Extend Conditions, but I also did some calculations and your condition has to last at least 10s to 20s in its original state for it to perm with at least 15 inspiration. Why is that? Because Extend Conditions recharge is 5s and I am not taking casting times into account. The other way for this to be possible is to use a skill that recharges Extend Conditions faster but I have not explored that part yet and it is hard to achieve because Extend Conditions already has a fast recharge. Maybe arcane echo it?

3/4th aftercast and 1/4 extend cast, so down to 5 seconds when Extend is cast. 5*1.8 = 9, 9*1.33 = 12, so reapplied at 12 seconds.
Wait for 5 second recharge on extend... down to 7 seconds. Cast on time and we've gained a second, which will only increase further. Mess up and we'll just be back where we started, which is still permadaze if you keep it up.
No idea what numbers other people had.... but 6 seconds on a condition with 33% mod is the break even point for permanent upkeep at 12 insp, and 7 lets you increase the duration.

Yes I miscalculated on the initial cast, so it should be about 6 seconds with silencing mod, but few chance of timing mistakes. 12 to inspiration is also a huge investment on secondary mesmers. It would be easier to use an inspiration mesmer, I cant imagine my W/Me keeping this up.

Or are you trying to argue that with Aegis (50% block for 10s at level 12) there is no use for perm blind (90% miss forever)?

Minions own 90-95% of PvE but there are some places they fail badly. This isn't the kind of build you're going to use for a random vanquish, you're going to use it when the usual rollover isn't working. You can talk all you want how most foes don't need megashutdown and it's true, but that talk isn't going to do a damn thing when trying to overcome that last 5% of the game. Some people swear up and down on BHA/epidemic for those spots and this kicks the crap out of it.
Holding aggro with H/H and bad pugs isn't the easiest thing in the world either, especially if you expect Koss to do the tanking for you. And do we really need 100% defensive bars like bonders and obs flesh if we can instead shutdown critters with condition spam?
