Personally, I think it's a close tie between female Canthan monks and a particular male Ritualist head/hair combination.

Female rits.. not even close. Hair, face, armor, body, all win. I wanna be her.
For the guys, a toss up between Canthan monks and paragons.. but it's gotta be the 'I'm a roman centurion' gon and not the 'I do angel commercials' gon. I go dreamy for cute male rangers in elite imperial, I must admit.
I have a really hard time making beautiful female Sins, Necros, Paragons, and even Mesmers - just not enough options, and the few nice options are way overused. Not coincidentally, these are also my least favorite classes, and the ones I reroll the most when I'm unhappy with their looks. Still, most of my characters are Canthan females, so if I had to pick one single faction for beauty, it's definitely that one.
