Now that it is not an elite. If you already have it does it still count? Does this mean that I don't need to cap a skill. Because someone posted a pic of 141/140 elites it appears it still counts.

i think if u already had it b4 the update, it will count. If not, doesn't.

The internal counter keeps track of how many elite skills you actually got. It's just displayed wrong for those who got LBS before the update. So, those who are yet to max the title WILL see an incoherent value displayed.
Otherewise it's just 140/140 as it's expected to be.

I just finished my last Skill Hunter title this morning. The count was 138/140 when I started and 140/140 when I finished. And, yes, I had the Lightbringer Signet for months.
So, they have just removed it from the count for anyone who hasn't completed the title.
