The NPC to create guilds is not available for PvP characters. You need to either make a roleplaying character, or convince someone else(pay them) to make one for you(and designate you as leader).

The guild is not char based, it's acount based, so yeah as MisterB says make the guild with a rpc. When u're online with u're pvp it will be u're pvp's name displayed as leader .
