So I just got Nightfall, and I have no other Campaigns. So with that said I'm level 7 with some decent cash, but I have like no good armor. But I see all these level 4s running around with some of the best armor out there. So were do I go to buy/get this armor?

There are ways to skip to more advanced areas.
In Tyria, these places are Marhan's Grotto, or Droknar's Forge.
In Cantha, Kaineng Center.
In Elona (where you are), you can get 'ferried' to the Consulate Docks, where there's a crafter for max armor.

That depends on the campaing they've started their character on. Tyrian character can go through the Searing and then pay a runner to run for them from Ascalon to Beacon's Perch, and then from Beacon's to Droknar, where max armor is crafted. They can even get "elite" armor by just paying some extra to reach Marhan's Grotto or the Granite Citadel from there.

That's not as straightforward for Canthan and Elonian characters tough, since neither Factions nor Nightfall can be run as Prophecies.

Elonian characters usualy look for a "taxi" for the Consulate Docks. This is the outpost where the earliest max armor available for each profession is crafted. You wouldn't normally reach it untill you're about Lv12-15 (Consulate Docks is the third mission on Istan, the one that marks the ending of the starting island) but you can just travel along with someone who's going there by following the storyline for his character. As a result, you'll have this outpost unlocked (and the armor crafter standing there), even though you won't be able to start the mission yet, untill you reach it through normal questing.

It's quite easy to find a taxi in Kamadan. People usually charge about 500g for this service.

Mind you that armor crafted at the Docks comes in 2-3 different armor arts (Istan, Sunspear and Elonian, the latter available only for Paragons and Dervishes), depending on your profession. One of those (Istan) is identical in looks to your current starter armor, but features max armor lever for your class.

Type into local chat in Kamadan, "LFG to consulate docks" or "Need Ferry to Max Armor" and you should get someone to take you for 4-500 gold. Make sure you have the materials you need and the gold before you go though... no vendors at the Docks, just the crafter.

Once you've been to the outpost though, you'll be able to return so there's no need to immediately have the materials. The armor will cost 1k per piece + materials and won't be fancy looking, but it'll have the max AL for your class.
