Alright... here is the thing. Its not a bug. You are confused about terms.
There is a difference between "non-inscribable" and "no inscription slot."
Your weapon has "no inscription slot." Ie, it doesn't have a +15% damage, and no way to add one to it.
"Non-inscribable" weapons DO have stuff like +15% damage, but they are inherient to the weapon and can not be changed or salvaged off.
Non-inscribable weapons drop in Factions and Phrophecies.
Weapons with or without incription slots drop in Nightfall and GW:EN.
