How to read the skill description?

for instant: Migraine, it reads Elite Hex Spell, for xx seconds, target foe suffers -xxhealth degeneration and takes 100% longer to cast spells.

so thats pretty direct.

now i have a question regarding some of the other mesmer skills description. in order to understand if its for casting on melee class or caster class.

for instant wandering eye:
it reads: Hex spell. For 4 seconds, the next time target foe attacks, that attack is interrupted and all nearby foes takes xx damage .

now when it says "next time target foe attacks" what does this attack means? say a ele using her wand without spells? attack with spells, how about someone using a hex or arrow

or: does it only affect the foe if they are using a skill that has the description attack in them?

Ugh...

It means a basic attack or an attack skill. Spells are casting and not attacking.

does basic attack include my ele using a sword and shield and hitting at the foe counts?

what about wand?? you know, wand-ing but not casting a skill

On the other hand, spells=/=attack. A caster could cast through this without triggering the hex.

a basic attack is what happens when you click on an enemy and press spacebar while you have a weapon equipped.
