Cant get the quest; "Cold as Ice"

Hi. Im having problems with getting the quest showed above.
I tried Wiki'ing it, but it doesnt say that you need to do other quests, in order to obtain it.
Any ideas?

Try this: Sif Shadowhunter in Sifhalla

1- Worthy Deeds (Done Dirt Cheap)
2- Anything You Can Do - and after you complete this one you should be able to get:
3-Cold as Ice

wiki does say u need to do other quests first

its in the right-side info box
