Wiki probably use different words for the same thing (srry, too lazy now to look it up).
But heroes can use every (elite)skill that is unlocked on your account. Unlocking a skill is done via priest of balthazar, buying them from a skillstrainer or capturing them yourself... an exception: heroes cant use PVE-only skills!

skill unlock packs ftw. In answer to why you would pay for something when you can just play the game; not everyone plays each character. If I hadn't purchased the skill unlock packs I would never had been able to use my dervish, warrior, Sin or Paragon heroes. (have each of those characters but hardly ever play them...have minimal unlocks)

Best thing to do for getting hero skills is to wait for an easy PvP weekend, rack up as much faction as you can, and spend it on skills you don't have. Scope out builds you'd like to use on PvX and target those skills first, moving on to the lesser used ones later.
You can do elites under that method, but if you have a main PvE character that you use, it's much better to capture the elite with your main character so that you can get progress in the Skill Hunter track in addition to unlocking it for your hero. Unlocking through faction to capture it later is usually a waste of faction.
