Here's is a link to the armor crafters list in Guild Wars: http://wiki.guildwars.com/wiki/Armorer
Or if you are short on funds, here is the link to the collectors who trade for armor pieces for each area:

You get new armor from the armor crafters. You can salvage the materials you need from enemy armor drops. I'd suggest you spend the extra money to get the better armor in Ascalon City. That way, you won't need to upgrade it until much later in the game.

I believe the next upgraded armor you can get (considering where you appear to be in the game) will be in Yak's Bend - not too far along from Piken Square. You can also get 2 levels of armor in Ascalon - check out both armorers.

Yak's Bend is easy to get to after Nolani Academy (you get dumped there), if you need any help, PM me in game.

In what Direction is Yaks Bend from Piken Square?

Yak's is... god, uh... let me have a look.
Why not just do the missions, while you're at it?
Huh, A running page on the subject, may just help you. I'll look for maps.
Yeah, pretty much straight across the Breach in a line directly from Piken, in to Diessa Lowlands. Diagonlly up and across Diessa into the Ascalon Foothills, straight through there (up) into Traveller's Vale, then... East? to Yak's.

I would definitely suggest doing the missions, though. Unless you're overleveled for the area, the hydras in the Ascalon Foothills will probably chew you up and spit you out.
Statistically speaking, the higher-level armor in Ascalon City is the same level as what you can get in Lion's Arch. That'll give you more than enough armor for the starting areas.
