How do i get elite skills?

Get a Signet of Capture and find a boss that has an elite skill to capture. Character level doesn't matter.
Signet of capture can be bought from skill trainers once you get a little further into the game.
Also, if you have enough Balthazar faction, you can unlock them from a priest of Balthazar and use an Elite Skill Tome to learn it.

By the time you encounter bosses with elite skills, you're usually close to if not level 20 already.
If you're playing Prophecies, you can find elite skills in the Crystal Desert and beyond; in Factions, after Kaineng Center, and in Nightfall in Kourna. If you have Eye of the North, the bosses there have elite skills, and you can enter that when you're level 10.

You may need to get farther to actually get to the boss with the skill you want, though.In Prophecies, there is a guy in L.A. (not the skill trainer) who will give you a quest involving SoC's.

It's not a matter of level - you can capture Elite skills whatever level you are - it's only a matter of getting the SoC and getting to the boss.
Btw, capturing skills goes something like this....
- You get a Signet of Capture from a skills guy (or as part of a quest). Note: Your primary or secondary profession has to be the same as the profession of the skill you want to capture.
- You equip the SoC in your skill bar. (Temporarily replacing some skill you think you can do without - rez is a good option)
- You (and your party) then go to the area where the boss is that has the skill you want.
- You and/or your party kills the Boss. (or Bosses)
- You get near-ish to the boss and then click on the SoC.
- A box will pop up showing you a list of what skills the Boss or Bosses in the area have that you can capture. Simple select the one you want and hit Capture. If there isn't any you want you can hit Cancel and your SoC won't get used up.
