Next character to my account. Some details are that I'm going to make it in prophecies.

Monk because last time I've monked in PvE, my friends, guildies, and others said I was really good at it.

Mesmer because I have this kind of instinct (I guess ). I always know when to interrupt and I have really good timing with the enemey's spells.

Give me your thoughts on who I should make?

I prefer Monk, because Blessed Light and Aura of Faith are among the list of my favourite elites.

Mesmers can be fun aswell though.

A monk char has alot more chance to get into pugs and increases your chances of meeting new people, should you be doing alot of pugging.

mesmer can be fun as hell to play but not very effective in PVE, although with the last update i can see skills like [visions of regret] and [lyssa's aura] own at pve as well. (ignore the skill descriptions here and check wiki, its outdated here)
also depends on how much you PUG.
if you go for monk you can safely know youre playing the most desired proffesion for PUG's while playing a mesmer you should be ready to mostly be rejected by stupid PUG's who don't really know what the mesmer does but still assume it sucks... go figure.
two completely different proffs... depends what role you wanna play.

Depends a lot on what you prefer and your first profession.
My main is a mesmer, my second a monk and I enjoy playing the both of them.

Both the mesmer and monk should be aware of the dangers foes bring with them only the mesmer will try to 'abuse' it while the monk would prevent it or clean up the mess afterwards.
But if you want to interrupt, the real challenge would be playing interrupt ranger

You've already played a monk in pve? So you already have one then? Mesmers can be a lot of fun with interrupting or degen. It's good that you will start in prophecies because then you can take your time and learn to play it correctly.

A little of both? Mesmer primary for the fast-cast with a monk skillbar?
I have a hero set up as a mesmer/monk does a fantastic job. :]

Monk spells do not generally benefit from fast casting. Divine Favour is another story.

Personally i'd say buy a char slot and do both, but if you have to pick then just play both profs thorugh shing jea (fastest profession introduction in any campaign). with the info you get from that you can decide which you prefer and reroll the char you wish to keep in prophecies.

You didn't say whether you wanted this character for PvP or PvE - I get the feeling it's PvP since you mentioned playing monk in PvE (but still ask about it).

I know squat about PvP - but in case it's PvE you want:

You should already know that a healer/prot monk in PvE is very "busy". You spend all your time monitoring health and energy bars and clicking on things - no time to enjoy the scenery. However, if you are doing PvE H&H, a Smiting Monk can be fun, and better at directing the group (targeting etc.). And yes, to all those who will jump on that, I realize that a Smiting Monk is not as powerful as other damage dealers, blah, blah, blah. Some of us are here to have fun, not blast through the game as fast as possible. (In fact, a Smiting Monk sucks as a damage dealer, so be sure to have good Heroes with you.)

Mesmer (in PvE) is a lot more fun to play than Monk. Mesmers do more than just interrupt. Like many classes, they can do various things, interrupt, degen, damage.

PUG= Pick-up Group. Where you go into an outpost and look around for other people who are looking to do the same quest/mission as you in order to create a team. As opposed to forming a team with people you already know.
