this might be the dumbest question, but im perplexed nonetheless.
simply trying to put +30 shield handle on ma shield but it wont mod??
it has no mods on it whatsoever so i dunno why. are there shields that cannot be modded? aside from bonus weaps greens and the like.
un-moddable shield?

ANY shield that is blue, purple, or gold can have a shield handle put on it, regardless of which campaign it comes from. This is completely different than inscriptions.

You can only put a Shield Handle on a shield that dropped in NF, EotN, from the Zchest, or from a reward chest, meaning on a shield that potentially could drop inscribable in that location.
The color of the shield has nothing to do with being able to put a handle on it or not. You can even mod white shields from NF, but that would be stupid, since it is missing the inscription slot.
Normal Shield drops in Prophecies or Factions can NEVER be modded.
@LicensedLuny: Maybe it was a Tyrian-skinned shield, but it dropped in NF or EotN.

take_me, you can add handles to white shields from Tyria or Cantha. (It may be a bug, but I've done that before.) I couldn't get a handle to fit on any colored shield from Tyria or Cantha.
EDIT - I guess it was a bug and they've fixed it. I just got a white shield in Tyria and tried to put a shield handle on it. It doesn't work anymore.

Tyrian and Canthan weapons are not inscribable therefor cannot be modded.
A blue shield can have up to one mod on it. If it is inscribable that means you can add one mod to it. If it is uninscribable that means it can have a maximum of 1 inherent mod.
A purple or gold shield can have up to 2 modifiers on it. If it is inscribable this means you can add two mods to it. If it is uninscribable that means it can have a maximum of 2 inherent mods.
Inscribable weapons drop in Nightfall, Eye of the North, Core End Mission Chests( UW, FoW, Urgoz.. etc.), HoH Chest, and the Zaishen Chest.
Uninscribable weapons drop in Tyria (not including Eye of the North), and Cantha. They drop from enemies and chests.
If there is anything unclear about that say so, otherwise this thread is going no where.
