Where can i find Priestess Rashenna for the troublesome artifact quest?

She's at Serenity Temple. The easiest way to get there is to do the 1st Mission which ends at Fort Ranik. Go from Fort Ranik south into Regent Valley, keep your eye out for a left hand path that will take you to the Pockmark Flats zone. Work your way north through Pockmark Flats. Once you hit Pockmark Flats make sure the Troublesome Artifact quest is selected in your log. The green arrow will get you there.

Alternatively, you could wait until after the second mission (Fort Ranik) and do this when you get to the Frontier Gate (the endpoint of Fort Ranik). Once there, you can get the Frontier Gate Fugitives Quest. You can both these quests at the same time. Frontier Gate Fugitives will take you very close to the Serenity Temple.
