4. 60-70k imo........... rare than 15^50

6. people might say merch, but in you don't really attack with wands, and I suppose if someone needs a low req for some reason it would be usefull. However, i'm not very knowledgable on builds. Dunno if people need low req for a water wand lol.

R7's only have value when max, or in the case of r7 15ar shields because they use 7 tactics as part of their build and 15ar is better than 8ar you get not meeting the req. Also - it is not that uncommon to find stuff like that even now. And the reason low req stuff would be useful would really only be for armor, or energy requirements. For wanding stuff would be a bit silly ;P
